On July 14, 2026, Hopkins City Council approved on first reading Ordinance 2026-1235, a set of Development Code amendments addressing cannabis & hemp sales, off-sale liquor stores, tobacco shops and storefront transparency standards. City Planner Krzos summarized the staff report (City Council Report 2026-072) and answered council questions prior to the motion.
Council Member Hunke moved and Council Member Kuznia seconded the motion. "Motion to adopt Resolution 2026-023 approving the first reading of Ordinance 2026-1235 amending the Development Code," the record shows; the motion carried with ayes from Garrido, Goodlund, Hanlon, Hunke and Kuznia and no nays. The ordinance advances to subsequent readings as required by city code before final adoption.
The amendments are intended to update retail and storefront standards for multiple use types; staff will return with any additional refinements required during later readings.
