Council reviews Alborosa concept plan to host C15 foundation residential campus

Staff introduced a concept-plan revision for 117 acres in the Alborosa area that would convert most of the parcel to a residential campus for people with chromosome 15 disorders, including a clinic, farm and limited resident housing. Speaker 3 (Staff member) told council the planning commission recommended approval 6–1 with conditions including a required public engagement meeting, limiting homes on the former Miller parcel to six, a prohibition on building in required buffers, and an illustrative lot plan for the Miller parcel.

The applicant and family members described the proposal as a non-intensive residential campus focused on independence and skills training rather than medical care. "It is not a place of care," said Speaker 8 (Applicant/Presenter). "These folks don't require a lot of nursing support…we want this to be a high functioning facility." Staff noted the concept materials show an original plan for 24 residents, while the plan documents could allow up to 48; planning commission suggested a 48 cap as a potential limit. The applicant asked council to add a condition keeping the revised concept plan inactive until the C15 Foundation closes purchase of the main parcel, so the existing concept plan would remain if the deal falls through.
