Justin Sorensen, the council office assistant director, presented a draft request for proposals (RFP) for a third-party management study of the Public Utilities Department. He said the study follows a 2023 council policy that schedules periodic management reviews and that deliverables will be similar to those used in the city's prior fire department study, including prioritized recommendations and timelines.
"If you go to the section under deliverables, we kept it very similar to what we were asking for with the fire study," Sorensen said, noting there will be kickoff meetings, opportunities to refine expectations, and representation from multiple divisions during the consultant process.
Councilmembers asked whether the study would include a citywide fleet policy analysis; staff said a comprehensive citywide fleet review is not required because a recent fleet study exists, but the consultant should analyze fleet needs specific to public utilities. Sorensen reported that the council has $50,000 carried from the prior year plus $25,000 appropriated for fiscal '26, for $75,000 currently available to start the study; final cost will depend on bids.
Councilmember Marcy Hausman moved to issue the RFP as presented; Councilmember Zack Robinson seconded and the motion carried 6–0 by roll call. Staff will proceed with the procurement schedule outlined in the draft document.
