Planning commission backs expanding zones that can host brewpubs, forwards Title 21 changes to council

The Sandy City Planning Commission voted to forward a positive recommendation to city council on proposed amendments to Title 21 aimed at allowing brewpubs in more parts of the city.
Melissa, the presenting city staff member, said the proposal would permit a manufacturing brewery license in zones that already allow restaurants to serve alcohol. "This was an initiative that was initiated by our city council, to, allowing more brewpubs in the city," she said, explaining that a brewpub is intended as "a restaurant with a brewery that sells beer as well as heavy beer for on-site consumption." She told commissioners the restaurant license requirement (a state rule) that at least 70% of sales be food distinguishes brewpubs from taverns or bars.
The staff presentation included maps showing areas where proximity buffers around schools, churches, libraries, playgrounds and parks prevent on-site alcohol uses; Melissa said those buffers (shown in red on the map) limit where brewpubs could locate. She also said the proposal aligns city definitions with state code and would not add a separate land-use line item for "brewpubs," but would enable the use by allowing a manufacturing brewery license in the same zones that permit restaurants to serve alcohol.
Commission discussion was brief. One commissioner moved to forward a positive recommendation to the city council based on the staff analysis and four findings outlined in the staff report; the motion was seconded and carried on a roll call vote.
