After staff presentations, the board awarded the FY2026 Justice Center sealcoat, restriping and minor asphalt patching contract to R and D Sweeping and Asphalt Maintenance of Rock Springs for $60,374.99. Commissioners then approved awarding the Rock Springs Youth Home addition and remodel feasibility study to Trainer Consultants (Denver) for $92,610 and the Green River Courthouse veranda enclosure feasibility study to EDA Architects, Inc. for $75,344. Each award was moved and seconded on the record and approved by unanimous voice votes (SEG 1147–1156; SEG 1196–1205; SEG 1233–1240).
The board also approved consent agenda items, reappointed Devin Brubaker to the Solid Waste District No.1 board and appointed Larry Dempshire to the Southwest Counseling Board to fill an unexpired term. Several small budget amendments and procedural resolutions (vacancy notice for Clerk of District Court and a petition to alter a publicly dedicated roadway) were approved without dissent.
