Federal partners brief commissioners on projects; Hageman highlights directed funding and water infrastructure

Mike Gates, acting field manager for the Rock Springs BLM office, reported on several energy and land‑management projects in the High Desert District, including carbon sequestration work, APD processing in the Vermillion Basin, the Dry Creek trona project and fuels‑treatment statistics. Gates said the BLM is advancing several environmental assessments and rights‑of‑way and described active fuels treatments and retardant staging in the county (SEG 2823–2899).
Seedskiddie Refuge Manager Katie Tooley described habitat projects — wet‑meadow irrigation, cottonwood/willow plantings, cheatgrass mapping and a seed collection/grow‑out program to produce local native seed for restoration. She outlined youth education field trips and ongoing maintenance needs (SEG 2961–3019). Bureau of Reclamation Assistant Area Manager Luke Ryan summarized reservoir conditions and runoff forecasts: Fontenelle at about 49% full and Flaming Gorge projections showing below‑average runoff with snowpack falling toward record lows; he warned that DROA (Drought Response Operations Agreement) releases are under discussion (SEG 3477–3560).
Congresswoman Hageman praised improved BLM engagement on the Rock Springs RMP and described directed‑funding efforts from her office, reporting roughly $40 million in directed funds to local projects over two years and emphasizing support for USBR infrastructure and PILT (payment in lieu of taxes) advocacy for affected counties (SEG 3616–3640). She said her office had submitted requests for 20 directed projects in the current cycle and encouraged continued coordination with federal agencies.
