Manistee County BRA recommends drafting Kemmer Road brownfield plan

The Manistee County Brownfield Redevelopment Authority voted March 26 to recommend commencement of writing and the official presentation of a Brownfield Plan for the Kemmer Road redevelopment project. Jeff Dontz, a committee member, moved the recommendation; Glenn Zaring seconded and the motion carried by voice vote.
Planning Director Katie Gruenberg presented a revised tax-increment financing (TIF) table prepared by Jared Lutz of Michigan Growth Advisors that shifts Local Brownfield Revolving Fund (LBRF) capture to begin in year 11, allocates roughly 10% of local revenue for years 11–24, and extends developer reimbursement through year 26. Ms. Gruenberg said the proposal includes an annual LBRF contribution of about $26,000.
Mr. Lutz explained the financial adjustments, including an approximate $50,000 interest-related change and a $200,000 total adjustment, and the development team reviewed and accepted those changes. Members expressed appreciation for the responsiveness of the revisions and indicated their prior request had been addressed. The Authority noted that formal approval of the Brownfield Plan will occur at a later meeting after a full presentation of the plan.
