Board approves Child Guidance contract for school‑based mental‑health therapists

The Stow‑Munroe Falls Board on Aug. 3 approved a contract with Child Guidance & Family Solutions to provide two district‑based mental‑health therapists serving elementary and secondary buildings.

Superintendent Dr. Gould and HR described that the district receives student health and wellness funds through the state as part of foundation payments; the district received "$371,077.46" last year that helped offset counseling costs. Administration said the pay increases in the contract reflect experience, grant funding declines and a shortage of qualified therapists.

Board members pressed for clarity about parental access to records and whether therapist notes are fully accessible; administration responded that records fall under FERPA, parents have access to student records generally, but therapist notes have recognized exclusions and services are provided with parental consent except in imminent crisis situations. The contract states that student records are the exclusive property of the district while therapists are salaried employees of CGFS; administration said records remain part of the student educational record under FERPA.
