Community Development Director John Roberts and staff explained that System Development Charges (SDCs) are assessed by impact (water, sewer, parks, transportation) and scale with project type and size. Roberts said transportation SDCs are often the largest driver of fees and gave an example where a change-of-use triggered a transportation SDC north of $85,000 for a 50,000-square-foot facility.
Roberts noted that although SDC waivers exist, they are not costless: any waived fees must be backfilled from another funding source. He cited Copeland Commons as an example where urban renewal funds were used to cover SDC obligations so the project could proceed.
