Council directs staff to bring code and incentive options after housing workshop

Planning staff (Jake) said the timing is timely because the city has funded a full code rewrite following the general plan adoption. "This is very timely discussion for us because we are following up the adoption of the general plan with the full code rewrite that we've funded, that we're putting up to bid," Jake told the council. Staff said the code rewrite will be the venue for implementing many of the council's broad goals, but noted that some tools may be adopted through negotiation and policy rather than citywide zoning mandates.
Council asked staff to examine where variety of housing could be enabled, where existing single-family neighborhoods should be preserved, and how to use incentives (the 'carrot') rather than overly prescriptive 'sticks' where appropriate. Staff committed to bring back options and schedule the next workshop within roughly 30 days to review tradeoffs and draft tools.
