The Manistee County Land Bank Authority voted April 3 to award a Phase I Environmental Site Assessment (ESA) contract for 267 Third Street to Otwell Mawby for not more than $2,300. The motion to award the RFP was made by Member Mitch Deisch and supported by Member Duane Jones; a roll call showed three votes in favor and two members absent.
Staff presented bids solicited through Fishbeck and recommended proceeding with the lowest responsible bidder based on price, experience and responsiveness. Submitted bids were: Otwell Mawby $2,300; AKT Peerless $2,400; Fleis & Vandenbrink $2,450; TriTerra $2,500; and Trimedia Environmental & Engineering $4,200. Katie Gruenberg, the project manager listed as present, and consultant Susan Wenzlick discussed initiating environmental due diligence promptly to meet the grant program’s firm deadline.
The Authority’s approval moves the site toward pre‑demolition investigation, with staff noting that additional testing or remediation actions would be determined following Phase I results. The vote and contract award were recorded in the meeting minutes and are intended to preserve the project’s eligibility for the Round 3 Blight Elimination Program.
