City staff told the council that state requirements obligate the city to complete a housing capacity analysis and a housing production strategy as part of its planning responsibilities.
"The other 1 would be, and we just talked about it, which is our mandate from the state to, fully develop a housing capacity analysis as well as a housing production strategy," Mister Spence said. He emphasized those tasks "do need to happen" and provide context for why certain housing goals are in the work plan.
Councilors accepted the state-mandated analysis as part of the work plan priorities. The work session did not establish timelines or funding details for completing those analyses; staff indicated they will proceed under council direction and available capacity.
