Astoria City Council affirms ambitious 2025 work plan, asks staff to prioritize library and housing tasks

The Astoria City Council on Monday reviewed and affirmed a council work plan that lays out priorities in four areas: housing for all Astorians, a thriving local economy, community resilience, and livability and quality of life.
"Before you is your work plan," said Mister Spence, who presented the document and described it as a blueprint to communicate council priorities. He told the council the plan groups top priorities and other goals so staff and the public can see what the council intends to advance.
Council members voiced broad support for the direction and thanked staff for preparing the document. Councilor Adams emphasized tracking progress, saying, "I think the most important part of this is the measurables and the deliverables and how we're gonna actually check things off the list and deliver." The mayor and other councilors agreed the plan reflects prior retreat discussions and provides a clear set of goals for the coming year.
Mr. Spence asked the council to revisit the work plan when new issues arise so staff can assess capacity before taking on additional initiatives. The council agreed to use the plan as a living guide rather than a fixed schedule.
