City to solicit developer interest for Customs House and Dairygold sites as part of housing initiative

Community Development Director John Roberts briefed the board on city housing strategies and said staff will present a request for expressions of interest (RFEI) to City Council on Aug. 4 to solicit developer feedback for two publicly owned sites: the Customs House parcel (about an acre) and a Dairygold parcel. "One of the strategies talked about by council and staff was a tiny home or cottage cluster development and what is a city park on the Customs House property," Roberts said, stressing that the step is informational and not a commitment to develop.
Roberts said the Customs House site includes a historic structure adjacent to the parcel, several easements and complicated sewer lines that make development challenging. He said the RFEI will include sideboards and guidance for developers; outcomes could range from no viable proposals to multifamily projects. Staff emphasized the process could take years and that the RFEI is intended to gather ideas, not to finalize a plan.
