Recreation Manager Tyler Linkstead described a draft intergovernmental agreement (IGA) between the Astoria Parks Department and the Astoria School District meant to replace long-standing informal arrangements with a written, city-approved document. "With this, it would eliminate fees, which is great for everyone," Linkstead said, noting the change is intended to benefit the swim team and low-cost childcare programs and to ensure priority access for JV softball and similar school programs.
Linkstead described how the IGA clarifies field and gym maintenance responsibilities and formalizes priority use: the school district and parks department would each take responsibility for maintenance on sites they instigated, and the agreement includes an exhibit specifying which properties fall under district or parks responsibility. The board asked for clarity about maintenance allocations and who would bear costs for volunteer work; staff said those details are identified in exhibit materials and that the school board will consider the agreement in August. Linkstead said he will recuse from the school board vote because he sits on the school board.
