Council authorizes $80,000 development-review audit to streamline permitting

The Astoria City Council approved a professional services contract with 3J Consulting for a development review audit not to exceed $80,000. City Manager Spence said the RFP attracted seven proposals and staff is recommending 3J based on their understanding of the process and proposed deliverables.
John Roberts, community development director, said the contract statement of work aligns the RFP and the consultant's proposal and includes stakeholder interviews and mapping of the review process with recommendations for improvements, including a site plan review procedure. "In terms of nuances, we'd have to drill into those a little bit," Roberts said, noting that staff had used the contract appendix to provide clarity on deliverables.
Councilor Davis asked that the council be provided with the literal proposals and scoring packets where possible so members and the public can verify that the interview and scoring process was fair. "I would love to see the literal proposals if possible," she said. Councilor Davis moved approval; Councilor Mozzarella seconded and the motion carried.
