Council approves $83,955 contract to update Astoria parks master plan

Astoria City Council voted to hire Mackenzie Inc. to update the city's 2016 parks comprehensive master plan, approving a contract for $83,955. City Manager Spence told the council the project is supported by a $50,000 Oregon Parks and Recreation grant and $84,000 budgeted in the current city budget to cover the work.
Jonah Park McLean, the city's parks director, said the selected firm will hold extensive public meetings, compile an inventory of existing parks and guide future park investments. "Part of that was informed by a member of their team that had worked on the 2016 park master plan, which provides good context and history going forward," McLean said.
Councilors pressed staff for more procurement transparency. Councilor Davis said she wanted to see consultant submission materials and the scoring packet to verify that the evaluation matched the recommendations. "I'd just like to see the packet contain those submissions so that the council and the public can also verify that the scoring seemed accurate or fair," Davis said. City staff acknowledged that some interview details are not routinely public but agreed to look for ways to share evaluation materials where possible.
The motion to approve the contract was moved by Councilor Mozzarella and seconded by Councilor Lum; the motion carried.
