The Astoria City Council voted unanimously July 7 to adopt a salary resolution that updates compensation ranges affecting more than 160 municipal employees and reflects the city’s adopted fiscal‑year 2025–26 budget. City Manager Scott Spence told the council that the resolution incorporates the recent minimum-wage increase, moving the city’s baseline from $14.70 per hour to $15.05.
Spence summarized the package as a mix of minimum‑wage adjustment and broader range changes tied to union and nonunion schedules: "minimum wage did go up from $14.70 per hour to $15.05," he said. The staff presentation noted general range adjustments of roughly 3% to 4% depending on position and bargaining unit. Councilor Davis moved adoption; Councilor Mozzarella seconded and a roll call showed all members voting aye.
Councilors asked staff about an outstanding negotiation in the police department (Schedule C). Spence and staff said the department’s Schedule C will remain unchanged until collective-bargaining negotiations conclude. The resolution takes effect as part of the FY 2025–26 compensation plan adopted by the council.
Next steps: City staff will implement the adjustments in payroll and return with any technical corrections if negotiations (particularly with police bargaining units) require changes.
