St. Joe/Lincoln Senior Center tells county receipt rule would burden fundraising

Cindi McLauglin, director of the St. Joe/Lincoln Senior Center, and board member Ted Post told the Berrien County Finance Committee on April 23 that a new fundraising system allows donors to deposit funds directly into the center's bank account and produces reconciliable reports from the software provider. McLauglin said the center receives bank statements and provider reports but that "the auditor is telling the center that there has to be numerical receipts," a requirement the center says would create a burden for staff.
The committee asked Financial Services Director Jake Litaker to look into the county requirement and provide feedback, potentially after conferring with the county auditor and Corporate Counsel. McLauglin also raised audit procurement questions: she said centers "believe it is a very good idea" to audit senior centers with a single joint vendor but warned that "the nature of the audit has changed over the years and the price charged to the centers for it has gone up consistently," estimating a 41% increase based on three-year averages and suggesting the county consider re-bidding the service.
