Council votes 6–0 to make temporary work-session rules permanent (Resolution 25-47C)

Council debated whether to let temporary work-session amendments expire or to adopt them into the rules of procedure. Dustin Frato reviewed three options — allow the temporary amendments to expire, adopt them permanently, or draft a revised set of expectations — and councilmembers expressed support for preserving the workshop flexibility used for housing and other in-depth topics.
Councilmember Zach Robinson moved to adopt Resolution 25-47C and the motion was seconded; a roll-call vote recorded affirmative responses and the motion carried 6–0. "I move that we adopt resolution 25 dash 47 C," Robinson said when making the motion. Staff will continue to follow the amended procedure but the council retains the ability to revisit the policy if it becomes restrictive.
