Astoria approves DLCD grant application and county support letter to study housing capacity

The Astoria City Council unanimously approved a resolution to pursue a Department of Land Conservation and Development (DLCD) grant to fund the city's required housing capacity analysis, and also approved a letter supporting Clatsop County's related housing opportunity analysis grant.
City manager Spence said the city is required to conduct a housing capacity analysis after reaching a population threshold: "we are mandated as the city of Astor since we've reached the population of 10,000 to conduct a housing capacity analysis." Community Development Director John Roberts said the city analysis will identify gaps in land supply and inform zoning and infrastructure decisions that would later support a housing production strategy.
During public comment Lisa Morley urged the council to challenge the census numbers and expressed concerns about infrastructure capacity (roads, sewer, landslides) given population figures; the mayor and staff responded that Portland State University and other sources have reached different conclusions and staff had contacted DLCD, which indicated the city remains under the mandate despite recent population changes. Councilor Davis moved to approve the resolution and the motion carried on roll call.
