Public Works Director Jeff Harrington briefed the committee on ongoing traffic-safety work and data collection at problem intersections.
Harrington said the city has been collecting speed data at multiple locations and now has "90 days of data" for 16th and Irving, and "we have an average speed documented at that location of 22.9 miles an hour." He said the counters include a stealth mode for unbiased counts and a feedback mode to measure behavioral change when drivers can see the readout.
Harrington also updated the committee on operational items from the previous meeting: for the parking lot at 173 Columbia Avenue, staff decided they can install wheel stops without triggering a required full parking-lot upgrade and will have public-works staff install them to save money. He described other ongoing work, including required restoration at a Mill Pond/Commercial tie-in and a broader set of ODOT-funded projects the city has pursued.
On traffic-calming options for 16th and Irving, Harrington reviewed pros and cons — raised crosswalks, pedestrian islands, zebra striping and bulb-outs — and warned that vertical humps can create noise, divert traffic into neighborhoods, and may offer no protection against drivers who are impaired or extremely inattentive.
The committee asked technical questions about uphill versus downhill data and monitoring methodology; Harrington said the figure cited reflected downhill measurements and that the city moves counters between locations to gather data.
