The Astoria City Council authorized a $70,000 contract to advance planning and management of a reverification and inventory for the Bear Creek Forest Carbon Project, a voluntary carbon program that previously generated net proceeds for the city.
City manager Spence summarized the project's history and potential: "We did this again in 2020, and the city completed a 2nd credit issuance and sale, which generated net proceeds of just over $837,000." He added that a reverification could confirm an additional roughly 40,000 credits and "potentially provide net revenues of 400,000 to $600,000." Staff said additional contracts (verification and field data collection) will follow via competitive processes required by the American Carbon Recovery program.
Councilor Lum moved to approve the L and C Carbon contract for planning and management; Councilor Adams seconded and the motion carried. Ben Hayes of Springboard Forestry clarified that past carbon sales monetized decades of growth and that timber sales now generate more immediate revenue than carbon per acre of growth.
Staff said revenues are intended to build reserves for future watershed initiatives and that the verification work will require separate procurement steps. The council did not modify the motion.
