Commission flags enforcement gaps in Shenandoah Speedway noise amendment, considers site visit

The commission examined an amendment to the Shenandoah Speedway Property LC special-use permit covering the motor-sport park (2007) and motocross dirt track (2011). Staff provided an updated comparison chart and Commissioner Ken Johnson submitted a DNL (Day-Night Level) addendum for the packet.
Commissioners expressed concern that proposed DNL thresholds would be difficult to enforce without a formal noise study or expert consultation. Commissioner William Turner suggested the commission should observe an event firsthand and visit properties where complaints originated: "He suggested the Planning Commission have a retreat at the Speedway during an event, and also visit some of the neighborhood properties where there are complaints regarding the noise." Staff said they would consult the County Administrator about the logistics of a public meeting at such a site and report back.
Discussion was continued pending staff follow-up on logistical and procedural questions for an off-site meeting and whether the commission should require a technical noise study to support any DNL-based conditions.
