A motion to recommend approval of the draft amendments, moved by Commissioner William Turner and seconded by Sandy Davis, failed in a 3-3 roll call (yes: Chris Adams, William Turner, Sandy Davis; no: Catherine Grech, Ken Johnson, Jared Burner). A subsequent motion by Commissioner Catherine Grech to recommend denial also failed 3-3 (yes: Grech, Johnson, Burner; no: Adams, Turner, Davis). Chairman Jared Burner said the tied votes are treated as failures under the commission bylaws and that the Board of Supervisors will now consider the proposal.
Commissioners debated several substantive policy points before voting. Vice Chair Catherine Grech said the county’s Comprehensive Plan favors higher scrutiny for resource and farmland protections and repeated her long-standing view that, “STRs should be by special use permit, not only in Residential but in Ag and in Woodland-Conservation.” Chairman Burner said he could not support a proposed two-year ownership waiting period and described portions of the draft as failing to solve the problems it seeks to address.
Staff provided background that the draft ordinance follows work by a BOS-created steering committee and that the text has been reviewed by the county attorney; the proposal and supporting materials remain available on the county website. Because the commission deadlocked, the Board of Supervisors will receive the record and recommendations to make the final determination under the county’s process.
