The Santee City Council voted to award the design-build construction contract for the Temporary Fire Station Apparatus Bay (CIP 2024-36B) to Horizons Construction Company International, Inc., and to appropriate an additional $424,721 from the General Fund to the Capital Improvement Program budget for construction of the apparatus bay and living quarters.
Fire Chief Justin Matsushita presented the project scope and answered council questions with Community Services Director Nicolas Chavez. The funding appropriation was described as additional to prior CIP funding; the council unanimously approved the staff recommendation, with Councilmember Ronn Hall making the motion and Councilmember Laura Koval seconding.
The contract award and appropriation were recorded as Reso 020-2025. During non-agenda public comment earlier in the meeting, resident John Hossick urged the need for additional temporary or permanent fire stations, a point that staff and council appeared to consider in the context of the CIP action.
