Council approves 53-unit development at 701 Park Center Drive with EV-charging and signage conditions

The Santee City Council approved a tentative map, development review permit and environmental review for a 53-unit multifamily residential development on two lots totaling 2.3 net acres at 701 Park Center Drive (APN 381-032-07 & 08).
Austin Silva, contract planner with 4Leaf, Inc., presented the project and answered council questions with assistance from Planning and Building Director Sandi Sawa and Engineering Director Carl Schmitz. Public commenters included Shaun Halvax and Eric Miller of City Ventures, the project applicant.
Vice Mayor Rob McNelis moved approval of the staff recommendation with modifications to improve address visibility and to add electric vehicle (EV) charging hookups; Councilmember Ronn Hall seconded. The motion carried 5-0. The council found the project exempt from CEQA pursuant to the Class 32 infill exemption and adopted related resolutions (Reso 017-2025 and Reso 018-2025) associated with the tentative map and permit actions.
Staff will incorporate the council’s conditions into final permit documents before permitting and construction review.
