Santee council certifies Town Center Specific Plan EIR, approves updated plan with minor edits

The Santee City Council on Feb. 26 certified the Town Center Specific Plan Final Environmental Impact Report (SCH #2023090032), adopted the Mitigation Monitoring and Reporting Program and voted to introduce an ordinance adopting an updated Town Center Specific Plan.
Planning and Building Director Sandi Sawa, consultant Mark Steele and Yara Fisher of Helix Environmental Planning presented the FEIR and the proposed plan update. Public speaker Erik Wiese offered comments during the hearing. Councilmember Laura Koval requested that references to 'Dance Studios' be revised to 'Performing Arts Studios' and asked that the sign on the bridge leading into Town Center be changed; Mayor John W. Minto moved approval of the staff recommendation incorporating Koval's edits, and the council carried the motion 5-0.
The action was recorded as Reso 016-2025 and included first reading of the ordinance to adopt the updated Town Center Specific Plan. Staff advised that the adopted EIR and mitigation measures will guide subsequent project review in the Town Center area.
