Santee Council OKs $324,204 in CDBG funds for ADA ramps, food and housing services

The Santee City Council voted unanimously on Feb. 26 to allocate $324,204 in Program Year 2025 Community Development Block Grant (CDBG) funds, approving staff recommendations for infrastructure, administration and public services.
Senior Management Analyst and Grant Coordinator Bill Crane presented the proposed distribution, which earmarked $210,804 for a Citywide ADA Pedestrian Ramp Project, $43,800 for CDBG program administration and $21,000 for federally required fair housing services through CSA San Diego County, and $48,600 for public service activities. Public service recipients listed by staff included Santee Food Bank ($23,600), Crisis House ($5,000), Elder Help ($5,000), Meals on Wheels ($5,000), Santee Santas ($5,000) and Voices for Children ($5,000), bringing the public services total to $48,600 and the grand total to $324,204.
Under discussion, Vice Mayor Rob McNelis moved to approve the staff recommendation; Councilmember Ronn Hall seconded. The motion carried 5-0 (Mayor John W. Minto, Vice Mayor Rob McNelis, Councilmembers Ronn Hall, Laura Koval and Dustin Trotter voting aye). Deborah Martin of Elder Help of San Diego spoke during the hearing in support of the allocations.
The resolution adopting the funding distribution was recorded as Reso 015-2025. Staff noted the allocations are consistent with the city’s consolidated plan and that the action was found not to be a project subject to CEQA per state guidelines.
