Commission weighs using ARPA funds to pre-install sewer with 2550 South widening

Commissioners discussed an ARPA-funded project to widen 2550 South and to pre-install sewer laterals in advance of the paving work so later trenching would not disturb new asphalt. The presenter described a planned gravity sewer trunk that would serve the immediate homes along 2550 and estimated, "And so the cost on this is 250 to $300,000 to run this this green line sewer." The proposal would run laterals before road construction to avoid ripping new pavement later.

Several commissioners said they supported the timing advantage but raised legal and equity questions. One commissioner asked whether installing the sewer would obligate the county to extend service elsewhere in the future; another suggested alternatives such as forming a special service district and bonding the cost and then assessing residents. Commissioners urged staff to analyze whether use of ARPA funds would create future obligations, to estimate full project cost and who would pay connection costs, and to return with procurement/timing options for fast-track bidding if the board wants to move ahead.
