Committee members discussed how a drop‑off model might work, the need to secure an operator (the presenter said Pro Earth does not intend to run the site), and the trade‑off between small local revenue gains and the capital and operational costs of running a facility.
Members asked staff to review the county and Port of Bellingham study material, look at the grant addendum list for applicable funding opportunities, and contact possible operators; they cautioned any plan would need a business model that covers collection, processing and hauling without relying on ongoing county subsidy.
