MUTD to modernize bylaws; staff to work with legal on withdrawal and compliance rules

Jasmine Tucker told the board the district’s bylaws have not been substantially updated since the board’s establishment in 2017 and staff want to modernize them. In staff’s list of possible changes, Tucker said, "Possible changes we're considering is member city withdrawal process," and added plans to clarify cost-sharing compliance and to set a revised attendance minimum of two meetings per calendar year.
Board members asked questions about how changes could affect member cities and funding flows, and whether a separate urbanized-district funding stream (which some neighboring cities use) would change allocations in the future. Tucker said staff would discuss proposed bylaw language with legal counsel and return a draft at the next meeting.
