Council adopts updated Engineering Design Manual, citing state law change

The City of McKinney adopted an updated Engineering Design Manual on May 5 following a required public hearing.
Gary Graham, the city's director of engineering, said a 2023 change in state law requires municipal governing bodies to approve engineering design guidelines related to street design. He told council the city packaged standard details and general notes into the manual, added a new appendix and included a new section on smart technologies. "Back in 2023, state law was changed that all engineering design guidelines, related to street design must be approved by the municipal governing body," Graham said. He described modest changes to turn-lane requirements and updated drainage tables included in the manual.
Council moved to close the public hearing and approved the updated manual as presented by staff. Graham said the city publishes an errata and will distribute the revised manual to partner agencies and engineering firms to ensure consistent application in development and capital projects.
