During public comment resident Ruth and other speakers criticized the city’s handling of a complaint about sign content and alleged nepotism in enforcement. Council members said they would not address the substance in open session because the item is scheduled for an executive session with the city attorney; Pete (staff) confirmed the council had received related emails and letters.
Jay Maton, who said he had spoken to the city attorney, urged procedural changes so community development staff would flag content-related complaints as outside the land-use code and instead advise complainants to contact police when appropriate. Later in the meeting the city attorney read the statutory basis for the executive session — Colorado Revised Statutes section 24-6-402(4)(a),(b),(e) — and the council voted unanimously to enter executive session to discuss lease and property negotiations and potential litigation related to sign-code violations.
