Cleveland County Budget Board approves broad package of lapsed-appropriation transfers

The Cleveland County Budget Board voted unanimously June 24 to approve a single motion authorizing an extensive package of cash-fund requests for lapsed appropriations for FY2025/2026. Jacob McHughes moved the motion, which Marilyn Williams seconded; the roll call vote recorded six "yes" votes and two members absent.
The approved package bundled dozens of line items across county and grant funds. Notable approvals included a Capital Reserve Fund M&O (200200) transfer of $1,724,110.47 and a Rainy Day Fund M&O (250200) transfer of $1,000,000.00. The list also named a LATCF ARPA Federal Grant for $90,000.00 among many other departmental and special-fund entries.
Board Chairman Rod Cleveland, Vice-Chairman Douglas Warr and County Clerk Pam Howlett were recorded voting in favor, along with McHughes, Williams and Rusty Grissom. The minutes record that no discussion took place among board members on the motion and that no public comments were made during consideration of the item.
The clerk's note attached to the minutes states the agenda was posted on June 20, 2025, at 8:45 a.m. The minutes also record the meeting was called to order at 10:30 a.m.; they list an adjournment time of 9:02 a.m., which appears to be a clerical inconsistency in the draft minutes.
