"This is a 1 time revenue, which means that the rate doesn't change, but it's for 6 years," the staff member said while explaining the funding model and ballot timing.
Staff also said the board included carve-outs to avoid double-taxing communities that already operate their own centers (citing Brennan as an example) and proposed that the levy be included in the income-based senior exemption, which staff said will expand from $45,000 to $71,000 in the coming cycle. No formal vote on creating an MPD occurred during the meeting; the board emphasized it cannot bind future boards and only signaled current willingness to contribute funds if an MPD forms.
