Council clarifies heavy-manufacturing ordinance to direct grinding operations to industrial districts

Planning staff presented an amendment to add "general grinding operations" to the definition of heavy manufacturing so those uses are clearly directed to HI/MA3 (heavy industrial) districts.
"If someone come in to do any type of grinding operation, whether it be to mulch, grinding up trees for mulch, asphalt, concrete, any kind of recycling that they may be doing where they may be grinding something... any of that type of use would be directed to the high and, the heavy manufacturing type of districts," the planner told the committee. Councilmembers asked whether operational hours and noise would be regulated; staff replied that grinding operations would still be subject to the county noise ordinance and enforcement by police.
After discussion the committee voted to approve the clarification. Staff said the amendment does not add new uses but clarifies the appropriate zoning district for these activities.
