Board affirms zoning administrator: indoor golf-cart displays not allowed in commercial center

The Board of Appeals on Jan. 13, 2025 affirmed the zoning administrator’s decision that indoor display or sale of golf carts in a commercial center is not permitted under section 4.15 of the county code.
Attorney Christopher Lizzie (speaker 2) appealed an administrator determination that the proposed indoor display of electric golf carts at 100 And Legends Road constituted a use barred in a commercial center; Lizzie told the board the proposed operation would be display-only, that batteries would be kept off-site and that there would be no test drives or on-site servicing. He said his clients operate multiple locations and that the display would include 11 models for showroom viewing.
Staff and multiple board members stressed that the ordinance groups golf carts with other motorized recreational vehicles for the purpose of use limitations in commercial centers, and they raised concerns that permitting indoor displays in this zoning context could open the door to off-site sales, test drives and parking impacts. One board member warned of a "floodgate" effect if the board reversed the administrator’s determination.
After discussion the board took a motion to affirm the zoning administrator’s original finding; the motion was seconded and the chair called the vote. The transcript records a board decision consistent with affirming the administrator; a board member reported a recorded count of 5–2 in favor of affirming the administrator's determination.
