The applicant described an existing 20,995-square-foot building and plans to accommodate up to 52 exam rooms; zoning staff noted the code's metric of five parking spaces per treatment room, which would generate a high theoretical requirement when applied strictly.
Tommy Holtz (applicant representative) and Bill Ross (Vital Real Estate Partners) said the building currently operates with lower peak utilization and that transportation-engineering calculations provided with the packet support a lower parking ratio. Holtz told the board that, given current tenant patterns, "we actually have more park dispensers than what is required" and that, in practice, parking demand has been under-used on many days. The applicant proposed 182 parking spaces rather than the code-driven number.
Board members raised concerns about future tenants and long-term impacts; staff emphasized that site engineering and future permit reviews will be required to finalize parking layout and counts. After discussion the board voted to approve the requested parking and buffer setbacks with the standard staff conditions and noted that any future expansions or use changes would require further review.
