Justin Krueger presented the district's tentative 2025 tax levy to the joint Finance & Policy/Personnel committees, saying, "The PTELL limitation of 2.9% applies to the 2025 tax levy." He told the committee Winnebago County projects a 9.70% increase in existing property values and about $6.94 million in new equalized property for 2025. Krueger said the levy extension increases include $617,172 from CPI adjustments and $129,116 from new property, yielding an estimated extension of $24.06 million compared with $23.31 million in 2024—an overall increase of about 3.2%.
The committee discussed placing the tentative levy on the November Board agenda for formal action. No formal vote was recorded in committee; the presentation provided the numerical assumptions and timelines for the levy process, including the PTELL cap and county valuation estimates. The matter will continue through the November agenda process and public notice steps before the Board adopts a final levy.
