Jackson County approves two RFPs for fairgrounds grandstand, shifting from design‑build to separate engineering and construction management procurements

Dan Robinson of Capacity Project Management and Audra Blaisdell of Waypoint Strategies asked the Jackson County Commissioners to change the procurement approach for the Fairgrounds Grandstand Project from a single design‑build contract to two separate requests for proposals: one for civil engineering/design services and one for construction management services. They said the revision was intended to provide stronger emphasis on drainage and infrastructure needs while preserving independent oversight of planning and construction. County Attorney Susan Bevers requested minor contract-language revisions to be incorporated before publication.

Commissioner Drew Storey moved to publish the two RFPs with Bevers’ noted revisions; Commissioner Andrew Stauffer seconded the motion, which carried 2‑0. Storey acknowledged collaboration with the Jackson County Fair Board and the project consultants and emphasized the county’s interest in expanding the fairgrounds’ usability while addressing site infrastructure concerns. The RFPs will be issued with a stakeholder review committee and a scoring rubric as described in the presentation.
