Cayuga County review committee recommends approval of Owasco site plan, flags erosion-control fixes

The Cayuga County GML 239-l, m & n Review Committee on March 19 reviewed a Town of Owasco site plan for a new single-family home at 4995 Rockefeller Road and voted to recommend approval while attaching technical comments on erosion controls. The motion to recommend approval, made by Doug Kierst and seconded by Kathleen Cuddy, passed unanimously.

Committee comments called for several clarifications to the submitted plan: update Note #5 of the “General Erosion and Sediment Notes” so the written note matches the erosion-control devices shown on the drawings (the plan labels call for filter socks while the note mentions silt fence); correct filter sock placement on the west side of the property (the plan shows the filter sock 4 feet below the top of bank instead of on top of the bank); and consider temporary runoff-control measures to protect newly graded grass swale areas to the north and south of the house until vegetation is established. The committee also reminded the applicant that the site is within the Owasco Lake Watershed and subject to the Owasco Lake Watershed Rules and Regulations and associated inspection program.

The Committee’s recommendation is advisory under New York State General Municipal Law §§239-l, m and n; the motion record in the minutes notes the committee "recommend[ed] approving the proposed action without change, but with the following comments." The recommendation and the written comments will accompany the Town of Owasco’s referral materials to inform local approvals and inspections.
