St. Paul council approves consent agenda, insurance renewal, accepts clerk's resignation and hires new city clerk

At its July 20 meeting the St. Paul City Council approved the consent agenda — including the Treasurer's Report, minutes and disbursements — by a 3-1 vote. Council member Jerry Woodgate voted nay on the consent agenda due to the City not receiving a previously discussed liquidated damages letter relating to the Tennis & Pickleball Court item.
The minutes list disbursements and transfers, including a sales-tax transfer of $75,000 and a Howard Greeley RPPD utilities charge of $177,870.79 among other vendor payments. Council later voted 4-0 to approve the League Association of Risk Management (LARM) 2026-2027 renewal resolution (Resolution 2026-02), which carries a required written notice of termination at least 180 days before a desired termination date and a multi-year commitment eligible for a five percent discount.
Council accepted the resignation of City Clerk/Deputy Treasurer Connie Jo Beck, effective Feb. 26, 2027, and approved hiring Jody Hogan as the new City Clerk/Deputy Treasurer; Hogan will begin Aug. 10, 2026 at a starting hourly wage of $32.50. The record also includes a detailed hourly wage schedule for union and nonunion positions and notes the upcoming budget workshop on July 28, 2026.
