Cayuga County creates multiple HELP‑program positions in Social Services, Finance and HR

On March 24, the Cayuga County Legislature approved the creation and authorization to fill multiple non‑competitive positions under New York State’s HELP (Hiring Emergency Limited Placement) program across departments.
Elane Daly, Chair of the Ways & Means Committee, presented resolutions that included creation of a Junior Accountant (HELP Program) in Finance and multiple HELP‑classified positions in the Department of Social Services (two Caseworker HELP positions, Human Services Examiner, Paralegal Specialist HELP and related fills). Resolutions state the changes are budget neutral by transferring funding from existing vacant positions and note reimbursement levels for some positions (for example, Caseworker salaries are ~62% reimbursed by the State).
The Personnel Committee had reviewed the position reclassifications and authorized submission to the full Legislature. The authorizations to fill are valid through Dec. 31, 2026 per Resolution No. 307-20. Motions were moved and seconded and recorded in the minutes as passed 'all in favor.'
