Staff presents updated downtown redevelopment plan and expanded boundaries

Michelle Hilton Terry presented a condensed summary of the downtown redevelopment plan adopted in January, describing an expansion of the plan boundary to include the former central redevelopment area, Central South and Altamont Park as well as parts of Fowler and Evans corridors. She said the plan is organized around six themes — mobility, resiliency, mixed-use redevelopment, placemaking, home preservation and community redevelopment — and includes recommended actions such as streetscape improvements, additional parking, shared-mobility services, green-infrastructure investments, historic-preservation strategies and public-art programs.

Hilton Terry said the plan was developed over approximately 18 months with multiple public meetings and joint sessions with the CRA board and that the plan will serve as a five-year guide for redevelopment priorities. She noted the county must weigh in on expanded parcels because the county contributes to increment revenue; board members asked clarifying questions about which new areas will be eligible for downtown CRA funds and staff confirmed those expanded parcels will be eligible under the updated boundary.
