She described technical work underway, including a pre-application meeting for the Blue Light installation and iterative design work for Takeoff. When board members asked about permits and historic-preservation review, Collier said the West Side of the park — the intended site — is not under the historic-preservation committee's jurisdiction and that the innovators will coordinate with contractors for installation.
Board members pressed for more visual materials for remote viewers and Collier confirmed staff will display relevant guideline and criteria documents during future presentations. She invited board questions and said staff will return with additional details as the RFP and master-plan process proceed.
