Board approves Lake County System Improvement Plan to reduce recurrence of maltreatment and speed reunification

County child-welfare staff and Chief Deputy Probation Officer Kevin Lewis presented the County's five-year System Improvement Plan required by the California Child and Family Services Review process.
Presenters said the SIP targets two child-welfare markers: reduce recurrence of substantiated maltreatment within 12 months and increase reunification within 12 months where appropriate. Child-welfare staff outlined strategies including strengthening emergency-response protocols, improving assessment tools, increasing follow-up with families, and enhancing progressive visitation policies to support reunification.
Probation described efforts to expand culturally competent services and community partnerships with tribes, including Positive Indian Parenting cohorts. The board moved to approve Lake County's SIP (term Nov. 2025 to Nov. 2030) and authorized the CAO to sign; the motion passed unanimously (5-0). Staff said the county must return annual progress reports to the state each November 7.
