Coralville adopted Resolution No. 2026-112 on July 28 to authorize execution of CDBG Water & Sewer Fund Contract No. 26-WS-004, a $356,974 project to replace existing water mains and sanitary sewer pipes along 4th Avenue Place. The contract includes ECICOG (East Central Iowa Council of Governments) to provide planning and administrative services for the program.
City Administrator Kelly Hayworth briefed council that the program is intended to benefit low‑ and moderate‑income people by addressing urgent community development needs. The council also adopted a companion resolution authorizing a services contract with ECICOG for administration and outreach. ECICOG will handle environmental and contracting steps, and Hayworth said the environmental and contracting process is expected to take about 30 days before applications or construction activity begins.
