Streets & Solid Waste Superintendent Eric Fisher recommended awarding the Recycling Center Site Improvements 2026 contract to LL Pelling of North Liberty, which submitted the low bid of $216,585.75. Fisher reported the new center at 2424 James Street will replace the First Street facility, include asphalt and PCC paving, a chain‑link fence, building electrical work, and a central compactor with double‑sided access.
Council introduced and adopted Resolution No. 2026-111 to accept proposals and award the contract. Fisher said the building will be delivered August 31 and work inside the building will occur in the first weeks of September; overall readiness is expected by November. The new center will keep the current hours: 7 a.m. to 3 p.m. Monday–Friday and 8 a.m. to noon Saturday.
