County moves forward on highway permits and accepts $34,724.96 change order for chip/fog seal project

Highway Superintendent John Bey reported a change order of $34,724.96 related to liquidated damages on the 2025 Lawrence County Chip/Fog Seal Project. The board accepted Section 00941 Change Order from Asphalt Surface Technologies Corp. (ASTECH) in that amount.
The commission also approved a utility permit for Excel Construction LLC to bore under Maitland Road for a private sewer service between Sections 19 and 20, T6N, R3E, and discussed whether the county should sign as Highway Authority on a related Spearfish plat. Developer Rory Maynard said he does not intend for the county to assume maintenance of the road; resident Randy Deibert urged the board not to delay the developer's work. The board continued the Maitland Vistas plat to July 30, 2026 for further consideration.
